DCAP’s Clean Cars 4 All scrap-and-replace pathway is open. The financing-assistance (no-scrap) pathway is closed because funding was depleted. Applicants must be approved before buying or leasing. Replacement vehicle price generally cannot exceed $45,000 before tax and fees. Income must be below 300% of the federal poverty level using the program’s published household-size chart; this site does not convert that chart into a single income number. Residents of air districts that run their own Clean Cars 4 All programs must use those district programs instead. Official DCAP and MyFirstEV pages currently disagree about stacking with other CARB programs.
