Low Income Home Energy Assistance Program
by California Department of Community Services and Development
Once-a-year help paying an energy bill, plus crisis help and some weatherization, through local CSD providers.
What you can get
Once-a-year energy bill help and crisis assistance if funds remain
LIHEAP can make a once-a-year bill payment (HEAP), provide emergency crisis help (ECIP), and offer weatherization. There is no statewide published dollar benefit. Income uses CSD’s 2026 monthly table based on 60% of state median income; this site does not encode that table as one number. Apply through a local service provider, not a single statewide form. Funds are limited.
