Free home energy upgrades
ESA can install insulation, efficient appliances, weatherstripping, and other measures at no charge if you qualify. Income must be at or below 250% of the federal poverty level on the June 1, 2026–May 31, 2027 table, or through listed assistance programs. Renters and owners may qualify; landlord permission can be required. Apply with PG&E, SCE, SDG&E, or SoCalGas. This is the statewide CPUC program, not a separate record per utility.

Who may qualify
Additional program requirements need to be confirmed.
Income must be at or below 250% of the federal poverty level, or you must qualify through a listed assistance program.
- CARE, FERA, ESA, and Medical Baseline are offered by participating investor-owned utilities. Municipal utilities have separate discounts.
- Gas CARE or Medical Baseline may apply if you take gas service from a participating IOU.
