EBD Statewide Direct Install provides and installs upgrades at no cost. Eligibility generally includes income at or below 80% AMI or categorical eligibility, plus residence in a designated community focus area. Renters need an owner participation agreement. This site cannot evaluate unofficial ZIP lists, so geography stays unresolved beyond statewide California.
